EU AI Act implementation, 2026
Slovenia was among the first member states to enact a full AI Act implementing law (ZIUDHPUI, in force 21 November 2025), designating AKOS as single point of contact and sandbox coordinator alongside sectoral market surveillance authorities; a national AI strategy to 2030 followed in March 2026 and the first sandbox call closed in September 2026.

Key findings
- Slovenia enacted a complete implementing act before most larger member states even published drafts; it has been in force since 21 November 2025.
- AKOS, the telecoms regulator, is the hub: single point of contact, sandbox coordinator, helpdesk and critical-infrastructure AI register, with the Information Commissioner and financial regulators as co-surveillance authorities.
- The act contains its own offences and fines chapter, so the Article 99 penalty regime is nationally in place.
- Governance extras - a National Council for Ethics in AI and mandatory public disclosure of public-sector AI - go beyond the minimum.
- The sandbox is the remaining gap: the area-selection call closed on 30 September 2026 and the provider call is still to come, within the Omnibus deadline of 2 August 2027.

ZIUDHPUI makes AKOS the authority for establishing AI regulatory sandboxes with a single entry point. On 12 June 2026 AKOS opened a public call (case 38292-2/2026) for proposals on the subject area of Slovenia's first sandbox, closing 30 September 2026; a second call for concrete AI solutions is to follow once the area is chosen. No sandbox was operational on the verification date.

Draft implementing act in public consultation
The Ministry for Digital Transformation opened public consultation on the draft act on 14 March 2025, proposing AKOS, the Information Commissioner, the Insurance Supervision Agency, Banka Slovenije and the Market Inspectorate as market surveillance authorities and confining the act to competences, offences and fines.

National Assembly adopts ZIUDHPUI
Adopted on 23 October 2025, proclaimed 31 October, published in Uradni list 85/2025 on 6 November and in force from 21 November 2025. The act names competent authorities, creates a National Council for Ethics in AI, mandates public disclosure of public-sector AI systems and sets offences and fines.

Slovenia ranked an AI Act frontrunner
Deloitte Legal's July 2026 benchmarking placed Slovenia among seven member states where Article 70 designations are in force, the single point of contact operates and sanctions are operational or nearly so.

Analysis
Slovenia treated AI Act implementation as a narrow, early task: the Ministry for Digital Transformation's March 2025 draft deliberately limited itself to naming competent authorities and setting offences and fines, on the reasoning that the regulation applies directly and needs no substantive national duplication. The government adopted the bill in August 2025 and the National Assembly passed it on 23 October 2025; the Zakon o izvajanju Uredbe (EU) o določitvi harmoniziranih pravil o umetni inteligenci (ZIUDHPUI) was published in Uradni list 85/2025 and took effect on 21 November 2025, making Slovenia one of the first member states with a fully enacted framework.
The institutional design concentrates coordination in AKOS while leaving sectoral enforcement distributed: the Information Commissioner, the Insurance Supervision Agency, Banka Slovenije and the Market Inspectorate act as market surveillance authorities, several ministries and the medicines agency hold notifying or product-specific roles, and AKOS serves as single point of contact, sandbox coordinator, SME helpdesk and keeper of a national register of high-risk AI in critical infrastructure. The act also created a National Council for Ethics in AI (recruitment opened February 2026) and requires public bodies to disclose the AI systems they use.
Momentum continued in 2026 with the National AI Strategy to 2030 (adopted 5 March 2026) and AKOS's two-stage sandbox process, whose first call for subject-area proposals ran from 12 June to 30 September 2026. Slovenia therefore scores highest in this group; the only reasons it is not higher are that the sandbox is not yet running, no enforcement actions have been reported, and the capacity of a small regulator like AKOS to carry so many roles remains untested.
